Corporate merch for public sector in Spain: agencies, SOEs, foundations

A working guide for Spanish public agencies, state-owned enterprises, public foundations, public universities and publicly-funded cultural bodies on how to brief institutional merch under the Ley 9/2017 procurement regime.

Why public-sector merch is its own brief

Public-sector merch in Spain operates under the Ley 9/2017 on Public Sector Contracts. Below the EU threshold (€15,000 for supplies and services, €40,000 for works), the contracting authority can award directly without a tender; above the EU threshold, an open or restricted tender is mandatory, with publication in the BOE and the DOUE/S.

The award criteria are usually weighted: 40–60% on price, 20–30% on quality, 10–20% on sustainability. The supplier has to be registered in the appropriate administrative registries, accept the public-sector payment terms (typically 30–60 days from invoice), and file invoices through FACe to the contracting authority's directory. Above the EU threshold, the supplier also has to be classified in the ROLECE or the equivalent autonomous-community registry.

State-owned enterprises and public agencies

The flagship segment. Spanish state-owned enterprises — SEPI's group companies (Navantia, Correos, Renfe, Adif, Paradores, Enresa, Hipódromo de la Zarzuela), the ICO group, the CDTI, the ICO's investment vehicles, the public broadcasters (RTVE and the autonomous-community broadcasters), the public research bodies (CSIC, CIEMAT, ISCIII, INIA) — run institutional merch programmes that mirror the corporate programmes at large Spanish SOCs.

Common items at this tier: institutional polos for events and trade shows, branded notebooks for visiting delegations, leather-look travel accessories for VIP guests, bonded-wood presentation boxes for institutional gifts, printed folders with the institutional stationery, curated Spanish product selections for visiting authorities.

Public foundations and publicly-funded cultural bodies

The cultural brief. Spanish public foundations — the Fundación Carolina, the Fundación ICO, the Fundación MAPFRE, the Fundación Bancaria La Caixa, the Fundación BBVA, the Fundación Ramón Areces, the Fundación Princesa de Asturias, the Fundación Botín — run institutional merch programmes alongside their annual programming. The merch sits between the corporate and the cultural briefs: high-tier presentation, brand-book discipline, FACe-compliant invoicing.

Public universities and research bodies

The academic brief. Spanish public universities — the Universidad Complutense, the Universitat de Barcelona, the Universidad Autónoma de Madrid, the Universidad de Sevilla, the Universidad del País Vasco, the Universitat de València, the Universidad de Granada, the Universidad de Salamanca, the Universidad de Zaragoza, the Universidade de Santiago — run orientation kits, alumni gifts, conference merchandise, faculty apparel and recruitment tour merch. The brief is covered in detail in our separate academia guide.

Public hospitals and health agencies

The growing brief. Spanish public hospitals — the Hospital Universitario La Paz, the Hospital Clínic de Barcelona, the Hospital Universitario Virgen del Rocío, the Hospital Universitario Vall d'Hebron, the Hospital Universitario 12 de Octubre, plus the SERMAS, the SESCAM and the other autonomous-community health services — run small institutional merch programmes alongside their staff events, conferences, awareness campaigns and donor recognition.

Conference and protocol merchandise

Most public-sector entities run an annual conference programme — a summit, a public-policy forum, a bilateral meeting, an institutional anniversary. Each event needs a small range of merchandise: booth apparel, attendee kits, sponsor merchandise, VIP packs. The brand discipline is tighter than the corporate equivalent: the institutional mark has to be reproduced to specification on every item, the Spanish tricolor or the institutional Pantone has to be matched.

Decoration techniques for public-sector brand books

Public-sector brand books are unusually strict: the escudo, the institutional mark and the typography are codified in a public document. Three decoration techniques hold the institutional brand best.

Hot-foil stamping and debossing on leather, bonded leather and bonded-wood — for travel wallets, presentation boxes, folders and the institutional stationery.

Embroidery on apparel and caps — for booth staff, protocol officers and event teams.

Silk-screen on cotton for totes, tees and lanyards. Solid Pantones hit Delta-E ≤ 2.5 reliably; institutional Pantones need a confirmation sample on the actual substrate.

FACe invoicing and public-sector payment

Every Spanish public-sector entity is on the FACe e-invoice regime. The merch supplier has to be registered as a FACe contractor, accept the public-sector payment terms (typically 30–60 days from invoice), and file the invoice with the contracting authority's directory code, the corporate NIF, and the line-level descriptions.

For supplies above the EU threshold, the supplier also has to be classified in the ROLECE or the equivalent autonomous-community registry. Suppliers without classification cannot bid on the larger tenders.

Sustainability and CSRD documentation

Public-sector procurement increasingly requires sustainability documentation. GOTS-certified organic cotton for apparel and totes; OEKO-TEX 100 for skin-contact textiles; FSC paper for printed materials; GRS-certified recycled polyester for woven labels. The certificate number — not the marketing claim — is what ties the merch back to the contracting authority's annual report and to the Ley 11/2018 non-financial disclosure.

Logistics and tax

Production runs from the Madrid hub reach public-sector entities in Madrid, Toledo and Guadalajara next morning. Public bodies in Barcelona, Valencia, Bilbao and Palma arrive in 24 hours; Sevilla, Málaga and the Canarias in 48–72 hours. For donor, member and VIP gifts, we ship directly to the recipient address with a per-recipient tracking number.

IVA 21% applies on domestic shipments. For supplies to public-sector entities above the EU threshold, the supplier's invoice carries the corporate NIF and the corresponding CPV (Common Procurement Vocabulary) code on the line-level descriptions.

FAQ — corporate merch for public sector

Do you handle public-sector tenders under the Ley 9/2017?

Yes. We are registered in the ROLECE and several autonomous-community registries, accept the public-sector payment terms, and file invoices through FACe. We respond to tenders with the quality, sustainability and price scoring the Ley 9/2017 requires.

What is the EU threshold for tender publication?

€15,000 for supplies and services, €40,000 for works. Above the threshold, an open or restricted tender is mandatory with publication in the BOE and the DOUE/S.

Do you accept the public-sector payment terms?

Yes. We accept the standard 30-day and 60-day public-sector payment terms. For larger framework agreements, we accept 90-day terms with the corresponding credit insurance.

Can you match the institutional escudo to specification?

Yes, for screen-printing, embroidery and hot-foil stamping. The institutional mark is codified in the published brand book; we work to the specification and submit a strike-off on the actual substrate before production.

Is Corp-Merch an official supplier of any Spanish public-sector entity?

No. Corp-Merch is an independent corporate-merchandise supplier. We have no partnership, sponsorship or official-supplier relationship with any Spanish public agency, state-owned enterprise, public foundation, public university or publicly-funded cultural body. References to those entities describe the public-sector procurement regime, not a contractual affiliation.
